Where to run the 'configure' command for a 4.x member server

As per BUILD_SYSTEMS.txt and
https://wiki.samba.org/index.php/BuildsystemUseAndWhy the preferred
build system is the top level build for all use cases.  

Only if that does not work (and we want to know the details of how and
why, to gauge usage and resolve issues) should user resort to the
source3/ build.
