Problems setting up (fresh) Samba 4 installation

The system has all static IP information.

This is curious.  If I do a chkconfig and search for dnsmasq, it is off for
all levels.  However, if I search all the running processes (ps -ef) I do
see dnsmasq running.  So I wonder what is starting it up?
