[PATCH] Remove FS ACL manipulation from samba_upgradeprovision

Matthieu,

Per our ongoing discussion, this patch removes the FS ACL manipulation
from samba_upgradeprovision.  For me at least, this does make it easier
to understand what is going on in that tool, because it removes a
complex set of conditionals trying to optionally handle only these
parts.

As we discussed, this is better done using the external 'samba-tool
ntacl sysvolreset' too. 

Please review and/or push.
