[Release Planning 4.0] Problems preparing 4.0.14

fyi:
There are some 4.0 patches pending, because the autobuild fails.
I am going to push patchset after patchset to autobuild-v4-0-test in the
next days to see which patchset causes the problems.
One of the following (or general problems) might cause the problems:
