[Release Planning 4.1] Freezing v4-1-test now

Hi,

due to the security release war, I am a bit late on freezing the 4.1
release branch. I am sorry for that, but I hope it's ok for rc2 (delaying
does not make sense because of the security fixes, I think).

Are there any objections?

Otherwise I am going to freeze the branch immediately and start with the
release preparations for Friday, August 9.
