Thanks for fixing this up, it looks like this fixes a good number of
issues around AIX and waf!  I would like one change however:

Rather than have multiple places check env.intl_libs have a single new
empty SUBSYSTEM target samba_intl that depends on these libs.  We
shouldn't generally be digging into evn like that, we should set up the
dependency tree.
