It should work, you have to create a new site, add the new DC and then 
move it. At least it used to work a year ago or so.
Now it's not impossible that Samba is not taking full advantage of the sites

For 2 DC you shouldn't need to move the roles, and you shouldn't seize 
any role unless you can't recover a DC which had this role.
