A test that explores Delete On Close and CREATE_IF, CREATE, and OVERWRITE_IF behavior

Hi folks,

Attached is a reasonably comprehensive test that shows the behavior of
Windows when trying to do Delete On Close without certain permissions
both when the file does not exist and when it exists.

I will likely extend it to include the case where you do have the
required permissions later.

Please review and push to trunk if you think it is OK.
