I guess the following falls both under your topic "fight with GPO ACLs":

For me, currently the most disturbing thing is, that I can't delegate GPO editing:

And always switching to a admin account is annoying - expecially after a 
migration when you have to do adaptations several times per week.


Also I always get an error in the group policy management console:

But this doesn't affect working with GPO (policies I create as administrator 
work fine for users). But it seems to indicate, that something isn't how it 
should be.
