[PATCH] Should we continue to support CUPS printing without cups-devel?

We seem to have two different modes for CUPS printing.

We can print directly to the cups libs (reliable) or via the old lp
system, just using command line defaults that should match what a cups
install is expected to do. 

I'm proposing something like the attached.  This way, printing=cups will
only actually be accepted by loadparm if we compiled with cups.  

The idea is to either clearly work, or clearly fail.  What do others
think?  (If folks really do want to print via the cups lp binary, they
can always set printing=bsd and fill in the various commands manually)

(Also attached is a patch that makes iprint available if cups is
available, rather than being a separate configure option).
