If Michael makes a formal proposal then as I said I'll
withdraw mine. But you can't vote in a process and then
demand to stop it. You're either participating or not.

That sounds like you'd simply ignore a vote you disagree with.
I don't think you get to do that.

It's important this gets done asap. Our ongoing quality as a
software project depends on this (IMHO).
