Remove irixacl module?

Michael,

The irixacl module with your copyright is just a collection of no-op
functions.  

Is there a specific reason to have these, rather than fall back to the
no-acls case (are there normal but badly in-operative posix ACLs on IRIX
we have to avoid?)

Otherwise, I propose to remove a little complexity and eliminate this
module.
