[PATCH] Some improvements regarding manpages

Hi,

please find attached some patches improving the manpages (I guess).

I 

-tried to unify the directory structure in the lib/ subdirectory by
 moving all manpages in a subdirectory called man/,

-added samba.8 and samba-tool.8 to the waf build,

-merged the samba.8.xml files,

-updated samba.7.xml (S4 updates).
