[PATCH] Remove Manifest?

Attached is a patch to remove the file Manifest.  

This contains variously out of date bits of documentation about Samba,
and the useful information it does have is mostly duplicated elsewhere
(such as README, but that also needs help). 

Is there a reason to keep this oddly named file?

However, this is not urgent, and so if someone wants to instead fix it
up, please just reply.
