Do we still need a private quota.h?

I've started looking into the quota checks missing from the waf build.
It does not look too hard to port these across from configure.in.

However, in doing this I investigated a little of how our quota code
works, and I'm wondering:

Do we still need source3/include/samba_linux_quota.h (added Jan 2004)
and how will we tell when we don't need it any more?

It seems quite wrong to have a private copy of the headers here.
