[PATCH] Treat bind 9.7 as not having GSS-TSIG

With bind 9.8 and 9.9 both well-supported, and with bind 9.7 always
having caused considerable pain when configuration GSSAPI, I propose
this patch to un-document bind 9.7 support.  We will of course still
produce a static zone file, but we simply won't indicate that GSS-TSIG
is available.

Thoughts?
