Error - FreeBSD 9.0 Won't compile

Yet another new complication rears it's head.

Stop in /root/samba-master.

Popt is installed

pkg_info | grep popt
popt-1.16           A getopt(3) like library with a number of enhancements, fro

And I can find /usr/local/include/popt.h

Perhaps this isn't in the include path? How do I add this?
