[PATCH] Use only one version file in master

The attached patch makes the small change to only have one VERSION file
in master.  No changes to the build system are required, except to
update where the s3 version.sh reads from. 

This means any release we make from here will have a single version
number for the whole tree.  Also, the version number will no longer
change depending on if the autoconf or waf build is used.
