Have you considered what might happen when we delete (forcefully) a DC
from the directory, that still holds an FSMO role?  Could we end up with
a missing FSMO role owner then?

On the other patches:
 - the userAccountControl behaviour.  Does this change on software, or
server/domain/forest functional levels?
 - on the const attrs.  Could you reword the commit a bit better.  I
don't mind these arrays being made constant rather than stack data, but
your commit only references making something non-static.
