[PATCH] Proper error message for net get*sid

Calling "net getlocalsid" or "net getdomainsid" with a configured
LDAP passdb backend while the LDAP server is down results in a
smb panic trace. The two attached patches return false from
initialize_password_db instead and print an error message for the
two net commands.
