Samba 4 NTP Server Abilities

Samba 4.0 does not have an NTP server, but instead we worked with the
ntp.org project to support being the authenticator for MS-SNTP packets.
To use the server, the clients must be marked with mssntp in the ntp
configuration:

restrict foobar mssntp

Where foobar is either default or a network address.
