Before I tried adding packages I built samba and ran 'make quicktest' on 
a similar (hardware) debian system as the one where 'make quicktest' 
fails and this succeeded. Comparing the output from 
./configure-developer, the only things that were reported as not found 
on the fail system (that were not reported as 'not found' on the pass 
system) were the following two items;

Checking for program yapp                : not found
Checking whether acl_get_perm_np() is available        : not found

In fact, there was more reported as 'not found' on the system where 
'make quicktest' succeeds. It also appears that consistently more tests 
are performed on the systems that fail though the skip file is the same.
