Nope, this isn't going to work, sorry. Volker is right on this.

We need to ship with only one fileserver enabled by default
for both DC and member server cases.

Having the other one there to be enabled by the user is fine,
but by default both AD-DC and fileserving should use the same
code. Trying to do it this way will lead to massive confusion
amongst users.
