[PATCH] updated python time test & user create tests

Here is an updated patch which includes fleshing out of a number of 
tests for the user functionality. This exposed the --filter singleton 
behavior (which is current short-cutted until there is a decision on 
what the right behavior is for that).

It would be good to know if this is headed in the right direction, or if 
there are other changes that should be made.
