Hi,

this is exactly my experience with samba 4

when moving samba (from a win2k8r2 DC) to another site replication stopped
working, but setting up sites with subnets first, and then joining samba DCs
worked fine.

deployment procedure without windows could be - provision samba (A), create
sites and subnets on (A), join samba (B) into correct site, transfer FSMOs to
samba (B) and unjoin samba (A), rejoin samba (A) into correct site.

as for the nearest DC selection, that is work of the client (based on DNS and
its IP address)
