smb.conf changes for 3.6

I've filed 2 blocker bugs, which I want to note here, that I would like
included in 3.6:

https://bugzilla.samba.org/show_bug.cgi?id=8150 (ban dos charset = utf8)
https://bugzilla.samba.org/show_bug.cgi?id=8151 (deprecate security
parameters)

Are we OK to make these for 3.6.0?
