broken build on debian while searching for popt.h

I don't think so (I do not have the output anymore) as in the 
default.cache.py I have  FOUND_SYSTEMLIB_popt = False

It's worth noting that a couple of days ago it was ok, so either this 
file didn't exists before or it was correct before.
