header fixes for openchange

Hi Brad,

I've just pushed some changes to the Samba4 autobuild to add proper
tests of our public headers in the build. The changes also add some
more public APIs for openchange to use, and fixes the problem with the
headers you needed not being there.

After the changes get through autobuild (in an hour or so), you'll
need a patch to openchange to use the new tree. The patch is the top
three commits here:
