lorikeet-heimdal requiring fast-forward pushes

Hi Andrew, Metze,

It looks like lorikeet-heimdal forbids non-fast-forward pushes at the
moment. Is that intentional? 

Given the nature of that repository (continuous rebasing) it seems like
non-fast-forward pushing should be the norm rather than the exception.
