Permission problem with samba 3.5.4 + vscan-vfs + RHEL6(64 bit)

I'm just guessing here as I don't have any experience running a recent
RHEL, but this sounds a bit like SELinux or AppArmor getting in the way.
Not sure which of these RHEL uses, but it might be worth checking the
appropriate log file of that tool.
