non replicated attributes creation after dc join

Hello,

I just opened this bug report: 
https://bugzilla.samba.org/show_bug.cgi?id=8222 as we are not creating 
non replicated attributes upon joining domain as another DC.

Some important attributes (marked as critical in MS schema) are not 
created, such as subRefs.

What's the correct way to fix it
