The RPC server is unavailable <Solution>

Ok so I have found the cause of my problem.

It happens on any subsequent login as administrator.

The first time I log in as "DOMAIN\administrator"  The remote admin
tools work correctly.
Any following time it will fail with "... because: The RPC server is
unavailable ... "

If I log in using "DOMAIN\Administrator"  ( capitalize the A )  the
problem goes away.
