Missing <dcerpc.h>

I think the header is still installed, but in the wrong place - it's now
under gen_ndr.  I'll have to find a different subsystem to put it on, as
NDR_DCERPC can't be used (it is now in common, but the dcerpc.h we
install is specific to the RPC implementation under source4/)
