It has been a very long time since we started to use the domain info (I
think I was in some way responsible, many years ago), and I think it is
quite reasonable to have this fail to startup if it isn't there.

As the message mentions, it is quite unsafe to operate without the
domain info, and in retrospect 'fail to start' should have been the
behaviour from the start.
