[PATCH] s3: runtime maximum winbindd simultaneous clients

Hello list,


This one seemed simple and light enough to deserve avoiding a cpp constant.

Meant to help reproduce issues faster and help in case of very heavy load.

Applies on HEAD, adapted quickly from my original patch on Samba 3.3.8
(attached FYI, a bit less intrusive).
