It is in transaction already - transaction is started just above.

I wanted to push this quick fix first so I can continue my work on
DsReplicaSync
synchronous implementation - without this, I get IRPC call timeout as it is
taking
too long for the vampired DC to merge data received from DC1 in test
environment.
