PIDL patch to add SVN Id tags to the generated Wireshark dissectors

Hello,

The attached patch modifies Pidl to add the SVN Id tag to the generated 
Wireshark dissectors (the generated files are checked in to the 
Wireshark source tree). I *think* it won't be populated with the git 
version (due to the escapes) but I'm not at all familiar with git.
