[PATCH] idl: Use DRSUAPI_ATTID_ prefix instead of DRSUAPI_ATTRIBUTE_ for ATTID values

Hi team,

Does anyone has any objections about renaming the prefix for ATTID values
predefined in drsuapi.idl from DRSUAPI_ATTRIBUTE_* ot DRSUAPI_ATTID_*?
Their meaning is really an ATTID value and us such, they are also used for
GovernsID ids and Syntax OID encoding.
