Maybe it's picking up an old copy of com_err.h in /usr/include?
My /usr/include/com_err.h contains this:

Does yours contain those? I don't think the build *should* be using
/usr/include/com_err.h instead of source4/heimdal/lib/com_err/*, of
course.
