I've looked at this page 
and there's written Python 2.5.4.
Most probably the problem lies in the fact that two versions of Python 
are installed (if you claim that there's also Python 2.6) and the older 
one doesn't contain the development stuff - so probably it should be

Ah, okay - then it's clearly one of our WAF problems.
