ntp server not working on DC to sync time with XP clients

I have been running samba4 as my DC for a few months now but I am still
getting the error in event viewer as the XP clients are not receiving
time from the DC.  I have tried several configurations with ubuntu
packages and without packages, thinking that they might interfere with
the built in ntp server.  What could be the issue and/or how to I
configure the internal samba4 ntp server so that it works with my XP
clients?
