[PATCH] Remove --enable-merged-build

--enable-merged-build is probably the wrong name for it, but this is the
code that currently takes care of building the samba4 smbtorture. 
It automatically gets enabled if --enable-developer is specified. 

I don't think we can remove this code, although we could probably kill
the option and just enable the "merged build" by default if perl and
python-dev were found and --enable-developer was specified. And perhaps
we can give it a less confusing name.
s/merged_build_possible/smbtorture4_build_possible/ ?
