Adding substring search match to sambaAcctFlags

Hi,

	Back in 2007 a quick [1]thread with the title of
"sub string search for LDAP attribute sambaAcctFlags"
appeared on samba-technical and the Jerry mentioned it
would be OK to add.

	Check git it seems that samba-nds.schema has the
substring match but not samba.schema.

	I'm writing specially to check if something
bad can happen if one adds "SUBSTR caseIgnoreIA5SubstringsMatch",
I'm using it to search for "Disabled Samba Accounts"
(or to find accounts still active). :)

	Since I'm using Debian, it may be some divergence
from the packaging, but based on the git, I would be more
inclined to think it is upstream.
