Patch for changing debug level of message dreplsrv_notify: Failed to send DsReplicaSync to xx for xx

Hello Metze,

This patch follow the discussion that we had at sambaxp. It changes the 
debug level in case of error "WERR_BADFILE" so that people won't be 
"spamed" by this message if one DC is off.
