Are you doing anything to initialise the cache?  The whole idea here is
to tell ldb some things that it will later know for itself, but do so
before it loads the data the decision would be based on. 

Ie, we set the invocation ID into a cache, because we chose it in
provision, and set it in the cache, before we have it in the DB.  You
have to do the same here - set the 'RODC' boolean to false in the
provision.
