If the cmake proposal continues then I think it would be good for it
to use the same stages, yes.

We would have to decide between them at some time though. I don't
think it would be good for us to have two new build systems with the
maintainence burden that implies.

I'm not sure what the right stage should be for the decision to be
made. Perhaps as early as stage 2?
