[PATCH] s4-drs: check if an optional feature is enabled

Hi Tridge,

Here is the patch that checks if a optional feature is enabled:

I followed the MS-ADTS doc to implement the patch. The function receives a
scope DN and the optional feature's guid to verify if it is enabled on the
given scope. It uses msDS-EnabledFeature and msDS-OptionalFeatureGUID
attributes to perform the verification.

Feel free to give any comments on my patch.
