Upgrade provision error again

First,
You can't remove it from the reference provision as this provision is recreated at every start of upgradeprovision.

My guess is that there is already one user in your Sam with 1101 as rid. For some good reason upgradeprovision keep the sid of the reference object which is not good here obviously.

I'll send you a patch soon.
