[PATCH] s4/waf: Add '--no-manpages' option

Here is a small patch to introduce --no-manpages during configure for the
WAF build.
As man pages should be part of the release buld, I've put an annoying
warning
that man pages are not to be generated (could help in case someone tries to
make
full build using configure.developer script)

Please push it if you find this useful.
