[PATCH] Improve Samba4's RPC proxy

The changes in my rpc-proxy branch are designed to improve Samba4's RPC
proxy system (which is now tested in 'make test'). 

The particular changes are around interface versions.  The idea is that
if a client asks for a particular interface version on a RPC Bind, then
we should forward that same interface version to the server, both in
endpoint mapper requests, and in the subsequent RPC bind.  These patches
do that, but require a change to the bind API and pidl.

As such, I would like some comment before I push them.
